Flowers, chocolates, a candle, a spa voucher. The Mother's Day list is more consistent than any other occasion's, and its consistency is the problem.
None of these are bad gifts. A gift given for the fourteenth consecutive year, from a display designed for exactly this purpose, has stopped being a choice and become a tribute payment.
What is actually scarce
For a large proportion of mothers, particularly those with children still at home, the scarce things are time and not being in charge.
The second one is worth dwelling on. A meaningful part of the load is not the tasks themselves but the holding of them: knowing what needs doing, when, by whom, and remembering all of it constantly. A gift that adds a nice object does not touch that. A gift that removes a piece of it does.
Which is why the most reliably valued Mother's Day gift is somebody else taking responsibility for something, completely, without needing to be told how. The first seven below are versions of that, and the rest are what to do if it has to be an object.
Cook and clear up, all of it
The clearing up is the gift. A meal that leaves a destroyed kitchen is a net loss, and everybody who has ever received one knows it. Doing the whole thing, including the pans, is the version that counts.
Take the children out for the entire day
Not "help with the children". Take them, completely, and let her be alone in her own house, which for a great many mothers is a rarer thing than a day out and a considerably better one.
Do a job she has been meaning to do
Without a discussion about how to do it, which converts the gift back into a task she is supervising. Pick something off the list, do it, and mention it afterwards rather than beforehand.
Take over one recurring thing for a month
The school run, the laundry, the meal planning, the packed lunches. Small, boring, and worth more than anything in a gift shop, because it removes the holding of it rather than just the doing of it.
Take over the remembering
The birthdays, the appointments, the forms, the kit that has to be in a bag on Thursday. In most households one person carries all of it in their head, and being genuinely relieved of it for a month is the least visible and most valuable gift on this list.
An afternoon that has actually been cleared
The failure mode of "have a day off" is that it arrives as a suggestion and dissolves into a normal day with slightly less to do. Cleared means arranged: the children elsewhere, the time blocked, nothing to organise.
Hours where she is not reachable
Distinct from time off, and it matters most on a first Mother's Day. Somebody else is entirely responsible, the phone stays in a drawer, and there is no question that might need answering. That is what being off duty means.
Something for her, not for the household
A great many gifts to mothers are really gifts to the family: kitchen equipment, things for the house, anything that makes the domestic work slightly nicer to do. Buy something that would still be hers if she moved out tomorrow.
Something from the children in their own handwriting
Unedited, uncorrected, however messy. Mothers keep these for decades, and tidying them up removes precisely the thing being kept, which is the evidence of the child at that age.
A photograph of the children, printed properly
Most families have thousands of pictures and almost none printed. One good one, framed well, is a gift almost nobody gets round to giving and almost everybody is pleased to receive.
Something about her rather than about motherhood
The thing she did before, the thing she is good at, the interest that has nothing to do with any of you. It is the category most reliably ignored on this particular day and the one that says she is a person rather than a role.
The family as it actually is, painted and playable
The children as characters, the house, the dog, the car journey everybody complains about, the thing she always says. What makes it land is that it is about her family from the inside rather than about motherhood as a concept, and the children helping design it is most of the value.

Why a voucher is not the same thing
Worth separating, because it is the most common near-miss on that list.
An afternoon that has been genuinely cleared beats a voucher for an experience she then has to schedule. A voucher is a suggestion plus a task: a date to find, a booking to make, childcare to arrange, an expiry to watch. Admin is the thing being removed, and a voucher adds some.
The same distinction runs through most of the list above. Arranged beats offered, every time, and the arranging is what makes it a present rather than an idea.
First Mother's Day
A specific case worth separating out, because it is frequently got wrong.
A first Mother's Day arrives when the recipient is exhausted, is not yet sure she is any good at this, and is receiving a great deal of attention directed at the baby.
The gift should be for her. Not a keepsake about the baby, not a photograph of the baby, not something with the baby's name on it. Something she would have wanted before, plus, if at all possible, some sleep.

A commission for Mother's Day
If you want to have something made, the brief that works is the family as it actually is.
The children painted in as characters. The house. The dog. The car journey everybody complains about. The thing she always says.
What makes this land is that it is about her family from the inside rather than about motherhood as a concept. A game where her children are the characters and she is the one being helped is a different object from a mug that says Mum.
For older mothers the emphasis shifts towards history: the house the children grew up in, the holidays, the children at the ages she remembers best rather than the ages they are now. That is frequently the more affecting version.

The children can help design it, which turns it into something they made rather than something that was bought, and that is most of the value.
What to avoid
Anything that creates work. A plant that needs care, an appliance that needs learning, an experience that needs booking.
Anything for the house dressed up as being for her.
Flowers as the entire gift, for the fourteenth year.
A card written by one person and signed by everybody. Each person writing something is the whole point.
What this means
Take something off her list rather than adding an object to the house.
Arrange it fully. A gift that requires organising is not finished.
